Features
ePersonals.com takes a minimalist approach to site design, with most pages presenting a very clean but functional interface.
Feature available to free members include: posting profile with photos, unlimited search, sending "Icebreakers", receiving and replying to email.
'Icebreaker' feature allows you to send one of about 15 premade icebreaker introduction phrases to any member. This is interesting because it does allow you to make contact with members and, should they be interested in replying, have a full conversation with them without paying anything. Once you show your interest by sending an icebreaker, it is also free to receive and reply to message from that member.
Paid membership simply adds the ability to initiate contact by sending full emails instead of icebreakers, plus some extra features such as chatrooms and instant messaging.
Another interesting feature is "Contact Tokens". If you just want to contact one person that interest you, ePersonals.com doesn't force you to sign up for a full month membership. Instead, you can purchase tokens, each of which allows you to contact one person. Depending on how many you buy, price per token ranges from 50 cents to $1.

Verdict
ePersonals is growing quickly, with a lot of new members each time you login. It is one of the few sites that allows you to initiate contact and have a full exchange of emails with other members for free. This alone makes it easy to recommend.
